Job Responsibilities:

" Develop and audit any software, hardware and other systems and resources whether web-based or non-web-based for efficiency and effectiveness. 
" Review and audit annually and deliver any necessary regulatory requirements timely to State and Federal agencies.
" Design, implement. manage and direct the recruitment process; source candidates through varied mediums (recruiting agencies, newspapers, online websites, internally, etc.); compose and edit classified ads for weekly advertisement; review resumes and send to department manager for feedback; conduct interview process (including travel arrangement if applicable); confer with hiring manager to determine salary, job title, etc. and negotiate essentials with candidate and/or outside recruiter. Compile statistical reports for review, analysis and adjustment of investments.
" Coordinate with upper management to determine staffing needs, clarify roles and responsibilities.
" Process and audit payroll, including any quarterly and annual distributions. Coordinate with finance on year-end audit processes and collect and deliver any needed information.
" Research, Plan, Write, Implement and execute the development of HR programs, including, but not limited to administering compensation, benefits and performance management systems, and safety and recreation programs. Implement and deliver appropriate training programs.
"
" Work with HR Team and Business Leaders to develop and execute strategic initiatives, with emphasis on the people strategies, which add value to the organization, ensuring robust alignment with business priorities and guidelines.
" Execute on strategic HR action plan and initiatives. Track operational plans, establishing and monitoring key metrics and performance tracking processes to include turnover, absenteeism and other key metrics.
" Lead Engagement Initiatives, Change Management, Workforce Planning, Training and Talent Management, and identify and address competency, knowledge and talent gaps.
" Areas of activities will include staffing, talent development and succession planning programs with particular emphasis on ensuring robust training and development plans are in place.
" Develop and execute in partnership with all business units and locations and functional areas to ensure robust action plans to improve Employee Engagement as measured through employee opinion surveys. Monitor the implementation of feedback sessions and action plans.
" Continually assess the competitiveness of all programs and practices against the relevant comparable companies, industries and markets.
" Acts as the owner of all Company HR processes, working with all HR members to ensure delivery of information before due dates.
" Establish credibility throughout the organization with management and the employees in order to be an effective coach and problem solver of people issues. Manage and resolve complex employee relations issues as needed and in conjunction with HR Manager.
" Conduct effective, thorough and objective investigations. Partner with legal department as needed/required.
" Guide and support locations to develop and align community strategy with key business priorities to drive Mission and Values, brand, culture and employee engagement.
" Guide the human resources organization, ensuring strong competencies in leadership and organization development, compensation strategy and administration, HR systems and talent management.
" Manage Compensation policies and practices for the business unit as necessary and in partnership with Finance teams. 
" Enhance department and organization reputation by accepting ownership for accomplishing new and different requests; exploring opportunities to add value to job accomplishments.
" Establish, build and maintain professional relationships and demeanor at all times with internal and external business associates. 
" Treat coworkers and members of management with courtesy and respect at all times.
" Perform other essential duties as assigned.
